Default Propagating Umbellularia californica (California bay)

I am looking for a site to collect Umbellularia californica (California Bay) seeds to raise in a nursery and ultimately plant along Putah Creek and tributaries. There is a tree near my office in Elmira (near Vacaville) that has had a small but reliable crop of thumb-size fruits (that resemble avocados) in each of the past three years but none of the neighboring trees have had any fruit at all. Other nearby sites such as Stebbins Cold Canyon Reserve and similar local canyons have lots of bay trees but fruiting trees seem to be exceedingly scarce. Does anyone know of a good site to collect bay seeds?

Alternatively, any thoughts on propagation from cuttings?
