David - You should contact the CNPS Sacramento Chapter, since the native Hibiscus is from their region. Someone in that chapter might have some exprience growing the plant. It may be tricky - some rare plants are - especially if you are growing it outside its native range. It can also be difficult to grow wetland plants in pots. This particular plant likes to spread underground CNPS Rare Plant Inventory says 'Calif. plants apparently unique in rhizomatous-stoloniferous propagation' and in a pot, it can`t spread the way it needs to.
