Default Rosa spithamea

I've been trying to grow a rosa spithamea in the garden.

So far it has spread a bit; but no blooms.

It's been in the ground a few years.

It's soil is clay loam.

It's in a coastal sage brush area.

It gets full sun.

I give it a drink now and again in the summer.

Has anyone had success with this species?
