native plants for street medians

I am interning with the City of Visalia in the planning department and have been working on street median standards using natives. I guess what I am asking for is a list of natives that can take the San Joaquin Valley climate, take roadside conditions, and grow within limtied borders. Or is there a refernce source that could lead me to these answers? Thanks Tyson</p>
