Taxonomically I am following Munz, not Jepson. Apparently the species A. andersonii has 2 varieties and both are very localized species.
To attempt to grow the Pallid Manzanitas requires that you have seed and know how to germinate them. I would start them in pots as you process the area where the plants are to be planted. Basically you would need to strip off all the vegetation and cut back large plants that would shade the area of planting.
Probably plant them in fall but you would have to check this.
