Forestry ProgramPrivate TimberlandsThe non-federal forests of California are either privately owned, or are owned by the State of California. All timber operations on non-federal land are governed by the timber harvest plan (THP) process, administered by the California Department of Forestry and Fire Protection (CDF). The California Department of Fish and Game (DFG) is responsible for protecting the botanical resources occurring in California's non-federal forests. Since impacts to botanical resources on non-federal land are primarily governed by the California Environmental Quality Act (CEQA), DFG acts as either a lead agency, or as a trustee agency (e.g., with THPs) when evaluating such impacts.
